Full roadmap script: Syria, U.S., Jordan outline Sweida deal to end conflict.
The Ministry of Foreign Affairs and Expatriates issued a statement on the “Roadmap for Resolving the Crisis in Sweida and Stabilizing Southern Syria,” adopted during the tripartite meeting in Damascus on Tuesday among Minister of Foreign Affairs and Expatriates Asaad Hassan al-Shaibani, Jordanian Foreign Minister Ayman Safadi, and US Special Envoy to Syria Thomas Barrack.
The Ministry of Foreign Affairs stated in its statement that the meeting adopted a roadmap for resolving the crisis in Sweida based on the unity of Syrian territory and the principle that all the Syrians citizens are equal regarding their rights and duties.
Hereisunder is the full text of the “Roadmap for Resolving the Crisis in Sweida and Stabilizing Southern Syria:
- “Syria’s stability, security, and prosperity are a cornerstone of regional stability. The Syrian Arab Republic, the Hashemite Kingdom of Jordan, and the United States of America affirm their commitment to work together in genuine partnership to help Syria build a future of peace and stability for all its people”.
- “The three countries will support efforts to rebuild Syria on foundations that preserve its security, stability, unity, and sovereignty, and that meet the aspirations of all Syrians and protect their rights”.
- “The three countries, in coordination with regional and international partners, will work to promote a comprehensive, Syrian-led political process that rebuilds Syrian institutions, ensures the representation of all Syrians, praises the diversity of Syrian society, and guarantees equality for all Syrians under the law and on the basis of citizenship”.
- “Jordan and the United States will support the Syrian government in overcoming the challenges that hinder this process, including in the fields of reconstruction, institution-building, combating terrorism and extremism, ending societal disputes, and achieving national reconciliation”.
- “This collective commitment reflects the shared will of Syria, Jordan, and the United States to move forward in supporting Syria’s future in a constructive and practical approach. In this context, Jordan hosted the Amman meetings on July 19, 2025, and August 12, 2025, during which the three countries agreed to work together to end the crisis in the Sweida governorate”.

- “Bridging the trust hiatus between the Syrian government and Sweida governorate requires a careful, gradual approach, begins with measures to rebuild trust and adopting transitional solutions that lead to the governorate’s full reintegration into the Syrian state, thus strengthening national unity”.
“Jordan and the United States affirm the significance of the steps adopted by the Syrian government and the commitments it announced following the two rounds of talks hosted by Amman. They welcome the affirmation by Syrian Foreign Minister Asaad al-Shaibani of his commitment to end the crisis through a solution that guarantees Syria’s unity and preserves all the rights of the citizens of Sweida governorate as Syrian citizens”.
The three countries agreed to cooperate to implement the following steps, urgently and with full respect for Syrian sovereignty:
- “The Syrian government calls on the Independent International Commission of Inquiry on the Syrian Arab Republic to conduct an investigation into the regrettable occurrences Sweida governorate has witnessed recently, and the Syrian government is committed to holding all perpetrators of violations accountable, according to the Syrian law”.
- “The Syrian government takes the necessary legal measures against anyone proved to be involved in committing violations or have been a party to committing abuses against the civilians and their property”.
- “The Syrian government, with the support of Jordan and the United States, ensures the continued delivery of sufficient quantities of humanitarian and medical aid to the Sweida governorate, in cooperation with relevant United Nations agencies and other countries”.
- “The Syrian government continues its efforts to restore all basic services in the Sweida governorate. Jordan and the United States will support efforts to secure sufficient funding from international donors”.
- “The Syrian government deploys qualified and trained forces from the Ministry of Interior along the Sweida-Damascus Road to ensure the safe and free movement of citizens and trade, with support from the Hashemite Kingdom of Jordan and the United States of America to help overcome practical obstacles”.
- “The Syrian government withdraws all civilian fighters out of the administrative boundary of Sweida governorate, deploys qualified, trained, and disciplined police forces along the governorate’s administrative boundary, in accordance with the Amman Agreement, and takes all necessary steps to enable residents of Sweida villages that witnessed clashes during the regrettable occurrences to return to their villages”.
- “The three countries support the International Committee of the Red Cross efforts to release all detainees and abductees and to accelerate the exchange process”.
- “The Syrian government announces its plans for rebuilding damaged villages and properties. Jordan and the United States will support efforts to secure the necessary subsidy”.
- “The Syrian government leads efforts to establish a national narrative that glorify unity, pluralism, equality among all Syrians, and the supremacy of the law. The Syrian government will also accelerate its efforts to contain and eliminate hate speech that promotes division, violence, sectarianism, and ethnic and sectarian discrimination, including through the adoption of legislation criminalizing hate speech. Jordan and the United States will provide legal assistance to adopt such legislation, if necessary”.
- “Jordan, in coordination with the Syrian Arab Republic, will invite a delegation representing the local communities in Sweida (Druze, Christians, and Sunnis), and another delegation of representatives of the Bedouin tribes in Sweida governorate to meetings to help achieve reconciliation”.
- ” Jordan and the United States will work with the Syrian government and communities in Sweida to agree on short- and medium-term security and administrative arrangements for the transitional period that leads to the governorate’s full reintegration into government institutions. These efforts will be based on the fact that Sweida is an integral part of Syria and that national reconciliation must be achieved. Discussions will aim to reach confidence-building measures and practical steps to address current challenges, consistent with the agreements reached during the two rounds of talks in Amman”.
These arrangements will include plans to achieve the following:
- “The formation a local police force, including all communities in the governorate. This force will be led by an individual (from the governorate) to be appointed by the Ministry of Interior. Negotiations will determine the composition and structure of this force”.
- “Activating all civil administrative institutions in the Sweida governorate, in cooperation between the local community in the governorate and relevant official institutions”.
- “In coordination with the local community in Sweida, a provincial council representing all components of the local community in Sweida will be formed. The council will be tasked with interacting with the Syrian government and leads efforts to achieve national reconciliation”.
- “Full release of all detainees and kidnapped persons, and counting and identifying the missing ones”.
- “Managing the flow of aid to the governorate in cooperation with the Syrian government”.
- “Putting an end to the foreign interference in Sweida governorate and affirming the commitment to the governorate as an integral part of Syria”.
- “Facilitating access to all evidence, including bodies, witness testimonies, and surveillance cameras in areas that witnessed clashes”.
- “Cooperation with the Syrian government and the Independent International Commission of Inquiry on the Syrian Arab Republic to ensure legal accountability for anyone proven to have committed violations”.
- “Agreeing on a roadmap for reconciliation with the Syrian government”.
- 12- “The United States works, in consultation with the Syrian government, to reach security understandings with Israel regarding southern Syria that address the legitimate security concerns of both Syria and Israel, while emphasizing Syria’s sovereignty and territorial integrity. Saudi Cabinet on Tuesday reiterated the Kingdom’s full commitment to supporting Syria in rebuilding its economy after years of deterioration during the era of the deposed regime.
“The Kingdom will continue to support Syrian efforts to rebuild the economy, The Saudi Press Agency (SPA) quoted Minister of Information Salman bin Yousef Al-Dosari as saying following a cabinet meeting.
He pointed out that the oil grant includes supplying Syria with 1.65 million barrels of crude oil, with the aim of improving the living conditions of the brotherly Syrian people.
The step after the Ministry of Energy signed a memorandum of understanding last Thursday with the Saudi Fund for Development to provide this grant, at the ministry’s headquarters in Damascus.

U.S. Special Envoy for Syria Tom Barrack praised Damascus’ recent agreement for Sweida as “historic,” saying it represents the foundation for rebuilding trust after years of war, during a press conference in Damascus on Tuesday.
“The building blocks of trust, of confidence, of understanding, they take inches, centimeters, and decades to build, and can be lost in an instant,” Barrack said. “What we are seeing today is an architecture, a roadmap, a GPS to build that highway for generations.”
Barrack added that Washington remains committed to helping Syria rebuild, pointing to last May’s decision by President Trump to lift sanctions as a turning point. “We want Syria to utilize its own resources and rebuild independently,” he said, citing the Sweida roadmap as proof of U.S. commitment.
“The goal is one nation that brings together different cultures, religions, and practices, better than the sum of its parts. That’s the goal of Syria, of Jordan, and America is doing its best to usher that process along.” Barrack noted.

Minister Asaad al-Shaibani unveiled on Tuesday a plan for Sweida to “ensure justice, restore security, and promote reconciliation,” in Sweida province with support from Jordan, the U.S., and the UN.
Steps include accountability for attacks, uninterrupted aid delivery, compensation and reconstruction, return of displaced residents, and restoration of basic services.
According to al-Shaibani the plan calls for local security deployment, resolving Sweida’s missing persons and detainee cases, and launching a community-wide reconciliation process.
Back in July, heavy clashes erupted in the Syrian city of Sweida, leaving hundreds of civilian and militant casualties.
In September a fact-finding committee interrogated several suspects accused of committing violations after videos surfaced on media and social platforms showing the events.
Committee spokesperson Ammar Ezzeddine told SANA that the videos were filmed in Sweida and surrounding areas between July 14 and 17, prompting urgent action by authorities. The Interior and Defense Ministries detained the suspects pending investigation, while the committee continues its work to uncover the full circumstances of the case.

Al-Shaibani: A government roadmap outlines the path to unity, reconciliation and stability support
Al-Shaibani went on to say that the Syrian government has put a clear roadmap for action that guarantees rights, supports justice, builds trust, promotes social reconciliation and paves the way for healing wounds.
He said that this roadmap is supported by both the Hashemite Kingdom of Jordan and the United States of America and includes a number of practical steps;
First: Holding accountable all those whose hands were stained by attacks on civilians and their property, in full coordination with the United Nations system for investigation and inquiry.
Second: Ensure the continued flow of humanitarian and medical aid without interruption.
Third: Compensate those affected, restore villages and towns and facilitate the return of displaced persons.
Fourth: Restore basic services and create conditions for a return to normal life.
Fifth: Deploy local forces from the Ministry of Interior to protect roads and secure the movement of people and trade.
Sixth: Work to uncover the fate of missing persons and return detainees and abductees to their families from all parties.
Finally, launch an internal reconciliation process involving all components of the governorate.
Al-Shaibani added that Syria has found a serious willingness from its brothers in Jordan and friends in the United States to provide the necessary support for these steps, whether through humanitarian aid or by mobilizing international support and funding.
He noted that this support complements national efforts and serves as a bridge that accelerates progress toward restoring security and stability in southern Syria.
Al-Shaibani added that what was announced today marks the beginning of a long process that will rebuild bridges of trust and unity among the people of one nation, prevent the recurrence of tragedies and restore peace of mind to every Syrian home.
He expressed hope that reason and wisdom will prevail, and that the national interest will prevail, because this initiative “does not serve the interests of one party over another, but rather it is for the benefit of all of Syria and for the good of all its sons and daughters, without exception.”
“We believe that Syrians, despite all their wounds, are capable of overcoming their pain and paving a new path for their children, one whose title is hope and joint action to build a secure and prosperous homeland for all its citizens,” the Foreign Minister said.
In response to journalists’ questions, Al-Shaibani emphasized that the Syrian state is the broadest umbrella for its people, and it is of its duty to facilitate the return of the displaced and restore trust among members of society so that they can return and coexist as they did before.
He pointed out that services will soon be restored to Sweida governorate and that the government is determined to restore normal life and eliminate any local or sectarian tensions that could disturb the province.

Syria affirms its readiness to cooperate with IAEA, address pending files

The Syrian Arab Republic affirmed its keenness to develop cooperation with International Atomic Energy Agency and its full readiness to responsibly address all pending files, during its participation in the 69th General Conference of the International Atomic Energy Agency (IAEA) held in Vienna.
During the conference, Syria reiterated its call for all countries in the Middle East to join the Treaty on the Non-Proliferation of nuclear weapons (NPT), considering it a fundamental step toward establishing a nuclear-weapon-free zone that enhances regional and international security and stability.
‘’Syria has provided all possible facilities to close the old files inherited from previous phases,” Syrian Atomic Energy Commission Director General, Mudar al-Okla, said in a speech, stressing the need to end discussions on those files which have been politically exploited for many years without yielding any real benefit other than wasting time and effort.
Al-okla pointed to the scale of challenges Syria faces due to the prolonged war, including widespread destruction of infrastructure, economic pressures, and repeated attacks on vital facilities.
He affirmed that Syria is moving forward with strong will toward reconstruction and development, calling on member states to support national efforts aimed at recovery and rebuilding.

Turkish President Recep Tayyip Erdoğan affirmed that his country prioritizes establishing lasting peace in Syria and ensuring its national unity at this critical phase.
On his way back from the Qatari capital, Doha, Erdoğan told reporters that “Syria is currently experiencing a complex process involving international diplomacy and local dynamics,” emphasizing that Turkey “cannot leave Syria alone and is keen on maintaining close communication.”

Jordan Condemns Israeli occupation ground aggression in Gaza
Amman, SANA- Jordan strongly condemned Israeli occupation army’s expansion of its ground aggression in Gaza as a “flagrant violation” of international and humanitarian laws.
Jordanian foreign ministry reaffirmed in a statement the Kingdom’s absolute rejection of the “brutal Israeli aggression,” stressing that the ground expansion constitutes a clear violation of international law and UN resolutions.
The ministry added that the aggression pushes the region into “further cycles of violence and conflict, threatening regional and international peace and security”.

Israeli occupation forces, Tuesday, detained at least eight Palestinians and injured another across the West Bank
The Palestinian News Agency “WAFA” reported that ‘’the occupation forces stormed the cities of Qalqilya, Salfit, Hebron, Bethlehem, Nablus, and the town of Sarda, north of Ramallah, raided Palestinian homes, tampered with their contents, and assaulted them with bullets and poison gas bombs, wounding a young man and arresting 8 Palestinians’’.
The occupation forces also bulldozed Palestinian lands and demolished several homes in the town of Silwan in occupied Jerusalem as part of their policies aimed at Judaizing the city.
This comes amid escalating violations by the occupation and its settlers against Palestinians, and its attacks during which more than 120 Palestinian homes and facilities were demolished in the West Bank, according to the Settlement Resistance Commission. The number of prisoners in the occupation’s detention centers has also reached 10,800, according to the Palestinian Prisoners and Ex-Prisoners Affairs Commission. The number does not include detainees from the Gaza Strip.

Scottish University develops Technology to generate 3D Holograms with a single pixel

New research from the University of St Andrews is advancing holographic technology, with potential applications in smart devices, communication, gaming, and entertainment. In a paper published in the journal Light, Science and Application, physicists from the School of Physics and Astronomy reported the creation of a new optoelectronic device that combines Holographic Metasurfaces (HMs) with Organic Light-Emitting Diodes (OLEDs).
The St Andrews team, however, demonstrated that pairing OLEDs with HMs provides a more compact and straightforward method. This approach is not only easier to implement but also less expensive, addressing one of the key challenges that has limited wider use of holographic technology.
Researchers found that when each meta- atom is carefully shaped to control the properties of the beam of light that goes through it, it behaves as a pixel of the HM. When light goes through the HM, at each pixel, the properties of the light are slightly modified.
Thanks to these modifications, it is possible to create a pre-designed image on the other side, exploiting the principle of light interference, whereby light waves create complicated patterns when they interact with each other.

Luxembourg intends to recognize the State of Palestine
Luxembourg, SANA- Luxembourg announced Tuesday its intention to recognize the State of Palestine soon.
Politico reported Luxembourg’s Prime Minister Luc Frieden and Foreign Minister Xavier Bettel as saying in front of a parliamentary committee that the final decision in this regard could be taken in Luxembourg later this month during the UN General Assembly in New York.
Local media reported that this will be done in coordination with several other European countries, including France and Belgium.
This announcement comes amid growing calls by European leaders to halt the Israeli war on Gaza, and the announcement by several countries of their intention to recognize the State of Palestine during the General Assembly.

Syrian-American dialogue in Michigan highlights Humanitarian impact of Sanctions

The syrian community in West Bloomfield, Michigan, hosted U.S. Congressman Abe Hamadeh for a community dialogue on the future of Syria and ways to strengthen national unity.
According to a post by the Syrian American Alliance for Peace and Prosperity on Platform X, the meeting brought together members of the alliance and the Syrian American Council. Discussions focused on mechanisms for coordination and joint action to raise awareness of the humanitarian impact of sanctions imposed on Syria.
Participants underscored the importance of dialogue and greater cooperation among different segments of the Syrian community in the United States, stressing that the involvement of Syrians from diverse backgrounds reflects a growing commitment to comprehensive peace for all Syrians.

Criminal involved in terrorist operations arrested in Daraa governorate
Daraa, SANA- The Internal Security Command in Daraa Governorate arrested the criminal Shadi Smadi, a commander in the forces of the former era.
The Ministry of Interior explained via its Telegram channel that the criminal “Smadi” is responsible for the special guard unit affiliated with the criminal “Ghiyath Dala,” the commander of the so-called “Ghaith Forces” in the Fourth Division of the former era.
The Ministry stated that investigations revealed his involvement in leading military operations against members of the revolution in the governorate, particularly in Daraa al-Balad in 2021, where he committed serious violations against civilians, including arbitrary arrest, torture, and participation in the displacement of residents, in addition to his participation in the battles of Tafas and al-Yadouda.
The Ministry indicated that the criminal “Smadi” has been referred to the competent judiciary to complete the investigations and take the necessary legal action against him.

UN Official: Over 640,000 in Gaza Face Catastrophic Hunger

Under-Secretary-General for Humanitarian Affairs ,Tom Fletcher warned that more than 640,000 people in Gaza are at risk of catastrophic hunger this month, stressing that “expressions of concern don’t feed women, children, or the elderly.”
Speaking at a press conference, Fletcher outlined urgent steps to prevent famine: a ceasefire, daily aid convoys, full access for humanitarian teams, restoration of utilities, and reopening trade routes. He condemned Israeli officials’ public calls to destroy Gaza and block food aid, warning that the laws of war are being eroded.
Fletcher also highlighted a global humanitarian crisis, citing severe funding shortages and rising violence against aid workers. Only 19% of relief operations are funded this year, and over 270 humanitarian staff have been killed so far in 2025.

Judiciary detains Suspect Over Sectarian Content on social media

Damascus Attorney General Judge Hossam Khattab announced the arrest of a woman identified as (B.Q.) for publishing sectarian and inflammatory content on social media, which included verbal abuse directed at a traffic officer performing his duties.
Judge Khattab confirmed that legal procedures were initiated after authorities identified the vehicle involved and detained its owner. He emphasized that inciting sectarianism and spreading hate are criminal offenses under Syrian law, particularly when committed through digital platforms.
He stressed that the judiciary will not tolerate any attempts to undermine civil peace or threaten national unity, calling for a responsible public discourse rooted in mutual respect and national solidarity.

Syrian Emergency Minister: War Remnants Threaten First Responders
Damascus, SANA- Syrian Minister of Emergency and Disaster Management, Raed al-Saleh, expressed deep regret over the injury of two civil defense firefighters during efforts to extinguish a forest fire in the Nahshaba area of Jabal al-Akrad, eastern Latakia countryside. The incident was caused by the explosion of a landmine left behind by the former regime.
In a post on X, Al-Saleh confirmed that firefighter Hamoud Al-Hamoud sustained a severe injury resulting in the amputation of his leg, while Ammar Abdel Qader suffered minor wounds. He described the incident as a painful reminder of the dangers emergency teams face while fulfilling their national duty to protect lives and property.
“We honor the sacrifices of our heroes who risk their lives to safeguard their communities and natural resources,” Al-Saleh wrote. “War remnants continue to pose a direct threat to response teams and civilians, demanding unified national and international efforts to eliminate this danger.”
Despite the challenges, Syrian civil defense teams continue to operate under extremely difficult conditions, with war remnants remaining one of the most serious threats to their mission.
