Chief of Staff of the Presidential Executive Office Anton Vaino chaired the second meeting of the organising committee for preparing and holding the celebration of the 200th birth anniversary of Leo Tolstoy.

Vladimir Putin had a meeting with Director General of the State Atomic Energy Corporation Rosatom Alexei Likhachev.

The President signed Federal Law On Ratification of the Agreement between the Government of the Russian Federation and the Government of the Republic of Tajikistan on the Construction, Establishment, and Operation of an International Educational Centre for Gifted Children in the Republic of Tajikistan.

The President held a working meeting with Chairperson of the Central Election Commission Ella Pamfilova. Ella Pamfilova briefed Vladimir Putin on the conduct of the 2024 election campaigns, including the presidential election and the Single Voting Day. She also provided updates on the development of the Remote Electronic Voting system and the planned transition to the new digital platform, State Automated System Elections 2.0, in 2025.

Vladimir Putin congratulated the faculty, employees, students, postgraduates and alumni of the Moscow State Institute of International Relations (MGIMO University) on its 80th anniversary.

Aide to the President, Special Presidential Representative on Climate Issues Ruslan Edelgeriyev headed the Russian delegation at a ministerial meeting to prepare the 29th Conference of the Parties to the UN Framework Convention on Climate Change (COP29) to take place in Baku, Azerbaijan on November 11 to 22, 2024.

In Ashgabat, Vladimir Putin took part in the plenary meeting of the Interrelation of Times and Civilisations – Basis of Peace and Development international forum dedicated to the 300th birth anniversary of Turkmen poet and philosopher Magtymguly Pyragy.

The Russian President held separate meetings with President of Iran Masoud Pezeshkian and the national leader of the Turkmen people, Speaker of Halk Maslahaty (People’s Council) of Turkmenistan Gurbanguly Berdimuhamedov.

Vladimir Putin had brief conversations with President of Pakistan Asif Ali Zardari and President of the Grand National Assembly of Türkiye Numan Kurtulmus on the sidelines of the forum.

At the end of this visit to Turkmenistan, Vladimir Putin had a meeting with the national leader of the Turkmen people and Speaker of Halk Maslahaty (People’s Council) of Turkmenistan Gurbanguly Berdimuhamedov.

Vladimir Putin had a meeting with President of the Islamic Republic of Iran Masoud Pezeshkian in the capital of Turkmenistan.

Vladimir Putin sent a message of greetings to Head of the Republic of Tyva Vladislav Khovalyg and the people of the Republic of Tyva on the 80th anniversary of the voluntary accession of the Tyva People's Republic to the USSR.

Vladimir Putin has arrived in Ashgabat, the capital of Turkmenistan, for a working visit.

The first meeting of the Council for Strategic Development of the Navy, which is part of the Maritime Board of Russia, was held by Presidential Aide, Chair of the Maritime Board Nikolai Patrushev.

The participants focused on the strategic requirements for the Navy, its objectives and priorities in terms of shaping and developing the Navy, as well as measures to streamline state policy on matters related to the Navy.

Special attention was paid to initiatives designed to enable the Navy to deliver on its strategic objectives, as well as to maintain its capabilities to deter any maritime aggression against the Russian Federation. The Council members discussed the military and political situation in the Black and Baltic seas, as well as the latest geopolitical developments, and efforts to defend national interests in various parts of the World Ocean.

The importance of ensuring that the Navy develops in a balanced manner, enhances its combat and operational capabilities and expands its military potential was emphasised.

Also high on the agenda were efforts to develop shipbuilding operations, upgrading research, technical, manufacturing and technological infrastructure for the shipbuilding sector, and the need to launch ships and vessels into serial production, while also streamlining operations dealing with developing new weapons, military and specialised equipment.

The participants suggested taking additional measures for training qualified specialists and offering professional upgrade courses to those already working in the shipbuilding sector, as well as Navy engineers.

Following the meeting, instructions were drafted for federal and regional executive bodies and entities involved with the Navy.

Established as per Presidential Executive Order On the Maritime Board of the Russian Federation, the Council has a mandate to devise measures aimed at promoting the Navy’s strategic development.

The President held a briefing session with permanent members of the Security Council.

Vladimir Putin signed Executive Order On Awarding an Honorary Designation to the 2nd Special Motorised Regiment of the National Guard Troops of the Russian Federation.

The President signed Executive Order On Anatoly Antonov.

Vladimir Putin sent greetings to the participants in the 8th International Conference, Problems of Human Rights Protection: Exchange of Best Practices among Ombudspersons.

The President signed an Order On a Special Decision on the Execution of Transactions (Operations) by VTB Bank (Public Joint-Stock Company) and Persons under its Control.

The President reviewed, via videoconference, the implementation of new investment projects in the industrial sector in Vladimir, Nizhny Novgorod, Samara, and Irkutsk regions, as well as the Krasnodar Territory.
