Vladimir Putin chaired a meeting on spring flood relief in the Orenburg, Kurgan and Tyumen regions via videoconference.

Vladimir Putin approved a list of instructions following the meeting with Government members held on March 14, 2024.

The Minister briefed the President on efforts to develop the Social Treasury system, including the proactive computation of payments and provision of services to Russian citizens. Separately, Anton Kotyakov reported to the President about the Ministry’s work in the new regions.

In continuation of the regular dialogue at the highest level, the leaders plan to discuss key issues of bilateral cooperation, including implementation of decisions adopted at the meeting of the Supreme State Council of the Union State, held in St Petersburg on January 29, 2024.

The discussion focused on the role and authority of sports federations and associations, their contribution to the system of physical culture and sports in Russia, and proposals for improving the quality and efficiency of their activities.

Vladimir Putin received reports on the flood situation from governors of three regions – the Orenburg, Kurgan and Tyumen regions. A separate report was presented by Emergencies Minister Alexander Kurenkov, who once again arrived at the site to monitor the relief effort as chairman of the government commission on flood relief and assistance to the residents of the flooded areas.

In addition, following a telephone conversation between the President of Russia and President of Kazakhstan Kassym-Jomart Tokayev earlier today, instructions were issued to the prime ministers of both countries to take the situation under control and ensure bilateral coordination in order to synchronise flood control efforts and flood loss management.

The President held a meeting with Head of the Republic of Bashkortostan Radiy Khabirov.

Vladimir Putin had a telephone conversation with President of the Republic of Kazakhstan Kassym-Jomart Tokayev.

The President signed Executive Order On Amendments to Executive Order of the President of the Russian Federation No 723 of October 7, 2022, On Additional Special Economic Measures in the Fuel and Energy Sphere in Response to Unfriendly Actions of Some Foreign States and International Organisations.

The President signed Executive Order On Amendments to Presidential Executive Order No 95 of March 5, 2022, On Temporary Procedure for Meeting Obligations to Certain Foreign Creditors and Presidential Executive Order No 665 of September 9, 2023, On Temporary Procedure for Meeting Government Debt Obligations of the Russian Federation in the Form of Government Securities with Nominal Value Denominated in Foreign Currency and Other Obligations Under Foreign Securities to residents and Foreign Creditors.

Vladimir Putin held a working meeting with Head of the Federal Agency for Fishery Ilya Shestakov to discuss the agency’s performance in 2023 and the current state of affairs in the sector.

Vladimir Putin has been briefed by Emergencies Minister Alexander Kurenkov, Orenburg Region Governor Denis Pasler, Kurgan Region Governor Vadim Shumkov, and Tyumen Region Governor Alexander Moor on the situation in the areas affected by the floods and the actions being taken to assist people in the flood and evacuation zones, as well as those in flood-prone areas.

After receiving these reports, the President instructed the Government to establish a special commission led by Emergencies Minister Alexander Kurenkov.

In addition, Vladimir Putin heard reports from the heads of relevant agencies involved in the emergency relief efforts.

The President discussed the flood situation with Kurgan Region Governor Vadim Shumkov and Tyumen Region Governor Alexander Moor, focusing on the possible scenarios of the expected sharp rise in flood waters.

It was stressed that flooding was inevitable as local water control structures had to discharge more water due to the worst flood in the past 100 years.

The need to take proactive measures to provide assistance to people and possibly evacuate the population was noted. The President continues to receive regular updates from the sites of natural anomalies.

Vladimir Putin instructed the Interior Minister Vladimir Kolokoltsev to ensure the adoption of necessary measures to maintain law and order and protect the property of citizens in the areas that are already in the flood zone as well as in the regions where flooding is expected within the next few days.

Orenburg Region Governor Denis Pasler and Emergencies Minister Alexander Kurenkov updated Vladimir Putin on the current flood situation in the Orenburg Region around the city of Orsk. The Emergencies Minister informed the President mostly about the number of people evacuated and moved to temporary accommodation centres.

In his discussion with Alexander Kurenkov, the President emphasised the importance of carrying out timely analysis, making forecasts and taking appropriate measures with regard to the potential flooding threat in the Kurgan and Tyumen regions. Vladimir Putin plans to hold telephone conversations with the heads of these regions on Sunday.

Vladimir Putin signed an Executive Order On Presenting the Title of Hero of Labour of the Russian Federation to Valentina Matviyenko.

Vladimir Putin was briefed on the situation in Orsk by Governor of the Orenburg Region Denis Pasler who is at the site of the flooding. Emergencies Minister Alexander Kurenkov reported on the situation in the flooded area and measures being taken.

The President instructed Minister for Civil Defence, Emergencies and Natural Disaster Relief Alexander Kurenkov to promptly fly to the zone of natural disaster to organise all the necessary works.

On April 5, in Orsk, Orenburg Region, a dam protecting the city from the waters of the Ural River could not contain the flow and broke in two places.
